Most of the man pages were written by hand (painful slow, error-prone). I
used "include files" .so
for repetative stuff.

OWNet.pm (perl) was written with perl's POD format, and converted with
pod2man and pod2html

Python was written with whatever python uses, then converted with  pydoc

You are mostly writing for the Windows platform -- why use man pages? HTML
or Windows Help files, or even text or (horrors) Winword would all be
appropriate. PDF, rtf also work.
