If the information related to the offices should be in lists, managed in separate security contexts, I'd say sub site. If all these pages are is plain HTML - go with pages (and perhaps secure the pages). You can then configure the site to show the pages in the navigation - so that is not a problem. Without seeing the full requirements it is hard for me to tell you what to do in your specific case, but it is not a big deal if you go with pages first and than change your mind and convert to sub sites.
