My pf.conf is attached. I, of course, changed any identifying information, but you should be able to see how we're configured anyway. I'm not sure what Stefano means by "enable redirection method." All we're doing is redirecting unregistered devices to the captive portal so they can register. Once they're registered, they should get re-redirected back to whatever site they were trying to reach when they were redirected to the captive portal. That's not happening. As you can see, I don't have always_use_redirecturl enabled.
