So that would explain if neither changes to the scripts and modules
nor the data files in the PAR would be seen by users that
already have run parl once. And that's what I see on Solaris.

I would appreciate if you filed a bug on rt.cpan.org (with a long
explanation, perhaps a copy&paste of the original posting and your
answer) or could even find the time to fix this as I am currently really
busy (moving).
