No, Sound recorder will record, for 1 or 2 minutes, but it's possible to load a much bigger file into it. It may be one of the least used features of Windows. But, it sometimes comes in handy. If you are just looking to delete portions of a wav file, Sound Recorder will do this nicely. There is a size limit of about 76mb with sound recorder.
