To underwrite what Keith said, I use Quicken 2000 daily. As an experiment I 
moved all of the ~*.* files (as mentioned they were almost all *.htm or 
*.trg files) into a temp folder and then loaded Quicken.  the program runs 
fine, but when I go online to update various things the files are soon 
replaced.  After removing all of them and then going online with Quicken 
update I now have 4~*.trg files and one ~*.htm file back in the Quickew 
directory.  Also, the Quicken program uses a file ~QW~Link.qdt which it 
also replaces if you delete it.
Deleting those files don't seem to do any harm.
