This is a very long shot - maybe the flash head is allowing
light to go directly into the lens somehow, overloading the TTL
capability.  For one of the popular, clip-on diffusers, the
manufacturer recommends that the flash head is tilted up for a
reason similar to this.  The fact that you are having the
problem with a shorter lens but not a longer one seems to lend
weight to the hypothesis.

Not sure how you would solve the problem, though.
