It's a nectar solution -- mostly sugar water with some minerals thrown
in. Also, some red food coloring -- purportedly to attract their
attention, though I've had just as much success with plain simply syrup.
I've read in some places that the color is bad for them, but I've also
seen the opposite case made. I figure the minerals thrown in the mix are
more likely to benefit the birds than the red coloring is likely to harm
them.
