The changes in the telecommunications and postal service sectors may especially benefit female workers, the ILO predicts, moving women from low-paying, low-skilled jobs to more technical or management jobs, according to the ILO's "Structural and Regulatory Changes and Globalization in Postal and Telecommunications Services: The Human Resources Dimensions". The report was prepared for a meeting in Geneva which brings together governments from some 20 countries, representatives of trade unions and employers from privatized and public postal and telecommunication areas (Daily Labor Report, page A-6). Company size is one of the most important factors in determining whether a company offers health insurance for its employees, according to figures from the National Center for Health Statistics. The center reported that as of the end of 1993, just over half of all private companies employing more than 80 percent of all private workers, offered coverage. Among companies with 100 or more employees, well over 90 percent offered insurance; among those with 10 or fewer, just over 33 percent did. Another key factor in determining who is offered insurance is whether the worker is full time or part-time.
