I understand your eagerness to keep this list focused but let's not
split off the discussion quite yet.  We need to first figure out the
big picture: making the Perl distribution more modular and relocatable
and cross-building *are* related issues.  Unless and until we have all
the issues worked out, we don't really know what direction should we take.
