Module::Build does not build under some circumstances with the new
CPAN::Reporter:

Can't locate Devel/Autoflush.pm in @INC (@INC contains:

I have no install permissions on this machine, so I am working with
PERL5LIB=$HOME/lib:$HOME/lib/site_perl . Module::Build builds and
tests OK if CPAN::Reporter is turned off.
