Submit proposals to the conferences.  Of course, it might be easier to
get accepted if you are already somewhat known.  A way to get there is
to help out on mailinglists and such.  (So a google search will reveal
a helpful knowledgable person behind the name).

I'm not sure that's true.  Lots of new books are coming out anyway...
