If the platform will always be win32, you could use the Win32 API file dialog. I realise that this does not quite fit your request (perl only) but would maintain consistency with the rest of windows... in fact, now I come to think about it, this is what's built into win32::gui.... here's a bit of code (one of the win32::guid samples)
