There seems to be a mistaken impression here. I quote from the Charter
for the ActiveState mailing Lists:
  All lists are unmoderated discussion mailing lists for any Perl for
  Win32 user, hosted by ActiveState. While ActiveState does monitor
  the lists, they are under no obligation to provide support or answer
  queries. All support is peer to peer. The language for all the lists

Not only are the Lists unmoderated but they aren't dying either. I
daresay they are as lively as ever, if a bit flooded with newbies
(asking FAQs) and therefore regulars who can offer knowledgeable replies
can get a bit stressed-out. This is normal for a successful List and !=
"dying".
