I originally used the 9.4.6 version on

Did you do this?:

If you are using Windows 64, you must set the following variables:
=========================================================================================
set PYTHONHOME=C:\EnterpriseDB\LanguagePack\9.4\x64\Python-3.3
set PATH=C:\EnterpriseDB\LanguagePack\9.4\x64\Python-3.3;C:\EnterpriseDB\LanguagePack\9.4\x64\Perl-5.16\bin;C:\EnterpriseDB\LanguagePack\9.4\x64\Tcl-8.5\bin;%PATH%

My suspicion is that plpython3u is finding the Python 3.2 install on the machine not the Python 3.3 one.
