Alright, changed the GUC name to "allow_alter_system" since that seems to have the most "votes". One other option would be to call it simply "alter_system", just like "jit" is not called "allow_jit" or "enable_jit". But personally I feel that the "allow_alter_system" is clearer than plain "alter_system" for the GUC name.
