Use install instead of upgrade for held (kernel in this case) packages.

The hold in poldek was added to prevent a case when a new kernel would
have problems starting. Upgrade could possibly leave you without a
working kernel.
Hold will not prevent uninstalling, but make sure that new kernel
boots before doing so :)
