The idea is that PmWiki could check for any of the six migrating pages still existing in the Site group. If it finds them it consults Site-Admin.Migration to find out what the current migration policy is. If there's no policy, it prompts the adminstrator for what he wants to do, which could be any of (a) don't migrate, (b) move existing pages, (c) ask me later, (d) something I haven't thought of.
