It's getting weird now :-)

I have internal domains setup
I have quota's set up

On request i can provide dumps of database tables?

If you run policyd in debug mode and enable debug of the policy
resolution , I think this is documented in the configuration file. You
should then see which policy numbers are resolved from the
sendingIP,sender,recipient triplet  ;)
