Kalau efisien tentu saja rejeki bin berkat akan berkurang atau sama sekali tidak ada dan kemungkinannya besar bagi rakyat mayoritas mendapat keuntungan perbaikan hidup. Tetapi, karena karakter rezim adalah kleptokratik, maka praktek tidak efisien ini dipelihara dan dipupuk agar selalu mekar. Salah satu contoh ialah yang disebut pemekaran daerah. Kehidupan rakyat tidak mekar sebagai bungai bunga mawar dipagi hari, tetapi sebaliknya hanya kaum penguasa yang menikmati.

Indonesia, India and the Philippines have Asia's most inefficient bureaucracies, with red tape a blight to citizens and a deterrent to foreign investment, a new survey has said. Regional financial centers Singapore and Hong Kong had the most efficient bureaucracies, according to a survey of expatriate business executives released by the Political and Economic Risk Consultancy on Wednesday. PERC said President Susilo Bambang Yudhoyono's failure to carry out reforms contributed to the resignation last month of respected Finance Minister Sri Mulyani Indrawati, who accepted a senior position at the World Bank. "Despite President Susilo's strong election mandate, he lacks the power to really shake up Indonesia's bureaucracy," the consultancy said. Ranking 12 countries and territories on a scale of one to 10, with 10 the worst possible score, the business executives rated India as having the region's most inefficient bureaucracy. India had a score of 9.41, followed by Indonesia (8.59), the Philippines (8.37), Vietnam (8.13) and China (7.93). Singapore was ranked as having the most efficient bureaucracy, with a score of 2.53, followed by Hong Kong with 3.49. The International Finance Corporation, the investment arm of the World Bank, last year ranked Indonesia 122 out of 178 countries in its "Ease of Doing Business" survey.
