Bombs may be the work of mutated JI

Three severed heads found at the bombing sites in Bali have 
confronted Australian and Indonesian police with evidence that 
suicide bombers have again struck Western targets in Indonesia.

The federal police commissioner, Mick Keelty, revealed the 
discoveries yesterday, describing them as "a typical forensic 
outcome" of a suicide bombing.

While he warned that it would take some time to confirm whether the 
attacks were suicide bombings, the federal police forensics team 
working with Indonesian police will search for remnants of backpacks 
or suicide vests to learn the identities of the culprits.

As speculation intensifies over whether the attacks were the work of 
Jemaah Islamiah or one of its splinter groups, the greater concern is 
that they bear the hallmarks of JI's two most senior and deadly 
strategists, Azahari Husin and Noordin Mohammed Top, who are still on 
the run.

If the two are linked to the bombings, this will have been their 
fourth deadly attack against Western interests in Indonesia.

More importantly, it will prove they have successfully adapted their 
techniques to defeat the huge security crackdown mounted by 
Indonesian and Australian police over the past three years.

The two Malaysian operatives played central roles in the first Bali 
bombing in 2002, the attack on the Marriott Hotel in Jakarta in 2003 
and the bombing of the Australian embassy in the capital last year. 
Azahari was JI's senior bomb-maker; Top was the co-ordinator, 
choosing the recruits and putting the operations together.

Despite a huge manhunt in Indonesia they have escaped police dragnets 
at least six times. After the embassy bombing,

Azahari was stopped by police near the site but reportedly bribed his 
way through.

"Azahari and Top have been all over the place in West, Central and 
East Java" said an expert on Indonesian terrorism, Greg Fealy. "In 
Bandung, where police had raided a house where he was believed to be 
staying, Azahari walked right past members of the police cordon in 
disguise."

Mr Keelty said yesterday it was unfair to criticise the Indonesian 
police for the failure to stop the two men.

"A lot of resources are going into this, and it just clearly spells 
out the type of problem we are facing with the current terrorist 
situation, where suicide bombers are recruited and where suicide 
bombers are prepared to give up their own lives in order to kill 
others."

But the attacks are a devastating blow to the Indonesian and 
Australian police, both of which believed JI was badly damaged by the 
crackdown, which resulted in 300 arrests and numerous convictions.

The Prime Minister, John Howard, insisted yesterday that while JI was 
still seen as a threat by the intelligence agencies, he believed "we 
have degraded it".

But the concern is now that JI or its splinter groups are 
successfully mutating. There is growing evidence that JI's old 
operatives like Azahari and Top are increasingly looking for recruits 
among former jihadist fighters hardened in the religious conflicts in 
Indonesia, from Ambon to Central Sulawesi.

Recruits who showed particular brutality in these conflicts, the 
willingness to bomb a church or shoot a priest, were targeted as 
potential suicide bombers, Dr Fealy said.

"It's not just the technical capacity; it's that willingness to 
undertake those violent acts without any compunction."

Investigators have also uncovered manuals from the Middle Eastern 
Hamas organisation outlining methods of suicide bombings that have 
been translated into Indonesian.

Mr Keelty said the latest attacks indicated the bombs had also been 
adapted. The attackers used more compact explosives, which were 
bolstered with ball bearings to increase their impact.

Such bombs are not only harder to detect but their deadly success 
against soft targets will encourage similar attacks on tourist bars 
and restaurants.

The tragedy is that the mutated JI may be deadlier than its 
predecessor. As another JI expert, Dr Zachary Abuza, points out, the 
new recruits killed more Westerners on Saturday than at the Marriott 
or the embassy.
