Thanks for the response.

I went in and did find that I did have local gem's
installed the same as the rpm's. 
I removed the local gems and it removed rake,
 which now won't launch the
rake RAILS_ENV=production db:migrate command. 

If I try to remove the rubygem-rake rpm, it will
remove puppet-dashboard. I will work on that issue.

I am curious if it is better to have the local gems
rather than the rpm's installed.  I Will have to
research that idea.

Any other hints you may have would be appreciated.
