Thanks, but in the meantime I discovered exactly what I was looking for: the 'dev_hint' module option. In fact you don't need to configure anything, just make under /etc/modprobe.d a file named e.g. 'pwc' which contains 'option pwc dev_hint=1' which makes pwc to load as /dev/video1 if this slot is still free.
