For file uploads, is there a way to reverse the way uploaded files are 
renamed?

The reason is this:
Our department is working on some web-stuff, and a wiki of some sort is 
the easiest way to show everything to everyone who needs/wants to see the 
stuff and work on it at the same time.  All the uploaded files work fine 
as the uploaded css file lives in the same folder with the rest of the 
html files.  However, make a change to the CSS file and upload it, and the 
most recent file (the one we like) becomes .1.css and the html files 
continue to look at the old css file.

What I'd like is for the most recent file upload of any kind to retain its 
name and the older files to be numerically bumped back.  Possible?
