I've checked and none of the templates seem suitable... Just create a new plugin
(file > new > plugin project) and create a new one without using any of the
templates.
You don't have to use a pydev extension point. The extension you need to use
is the org.eclipse.ui.newWizards.
Pydev declares its wizard as below (so, you just have to customize those for
your own wizard) -- that's in org.python.pydev/plugin.xml.
