You can, but you have to customize your perspective to have those (window > customize perspective > command groups availability > check \'breakpoints\') -- this will enable ctrl+shift+b to work -- although another option would be using ctrl+F10 > add / remove breakpoint as that\'s available by default in all perspectives.
