Versions are only defined if they are needed. They are needed if a version of 
Qt changes the API is some way that affects PyQt. (Take Trolltech's claims 
about maintaining binary compatibility with a large sack of salt.)

Qt v3.0.3 happens to be the only Qt3 release to date that didn't change 
something.
