You should switch to the target platform and try building there. That's right, py2app is not supported on Windows. I've filed <https://bitbucket.org/ronaldoussoren/py2app/issue/83/disable-installation-on-non-osx-platforms> in my bitbucket repository to help remind me to tweak py2app's setup.py to give a nice error message when someone tries to install on Linux or Windows.
