Peter, you obviously seem to have a RPTR on your system, so that is most probably not the problem.
I would have a look at the OUTLN and WINDOW commands a bit up from there - They seem to be setting #0 to a zero size/outline (which is basically the whole point of the program) - This might possibly not work in every environment, because it is a rarely tested corner case - I'm not even sure if it should be considered legal, but must have worked at some point in time. Can you give that window a minimum size of say 2x2 and re-test?
