This is odd, please open a bug for it. Meanwhile, you can add an "api" job
to your config, with the key

  "cache" : { "downloads" : "${CACHE}/downloads" }

BTW: This is a general strategy: If you find a job configured in a way you
dislike, add the job to your app's config and override the offending key.
