For this sort of thing you should look at the Portal application in the SDK.

In general, it's probably good to think of a qooxdoo application as a set of nested layouts. If your main layout is a pane with a splitter, you might add another pane with a splitter in the, say, right part of the initial pane, to create an overall impression of three resizable parts.
