So, is this statement suggesting that the concern with eval()
performance is higher (... issue is increasing), meaning that the actual
performance is getting absolutely worse or relatively worse, or is it
saying that performance is getting better (performance ... is
increasing) either relatively or absolutely?  ( 4 possible
interpretations )

Just looking to be clear, and the sentence lends itself to too many
interpretations, only some of which are grammatically correct but still
not specific enough...
