As OSX is probably THE reference for user friendly design, I'd think they
are right ... ;-)

On the other hand, it would be great to have this configurable, then as a
programmer I can implement an option for the users to enable/disable all
tooltips AND to enable/disable tooltips on disabled buttons.

BTW, in my current application I enable/disable buttons based on some other
(user) inputs (as the relevant actions only make any sense for certain
inputs). It would be great if I could have a tooltip on disabled buttons
that actually tells the user under what conditions it will become active.

For this use case it would probably be usefull to enable tooltips ONLY for
disabled buttons ...
