That is a bad idea in general, also it is not really possible in any
framework.
while you could block F5 or Ctrl-R by adding an event listener and stop the
propagation of the event, the user has many other ways to initiate a
refresh: right - click and reload, the toolbar button "Reload" [in the
latest browsers they moved it into the location input].
