I noticed that when I drag a window within a Desktop Application the the 
window title bar can move outside of the desktop and gets clipped.  It 
appears to be related to the mouse cursor position.  It looks like the 
drag operation is using the mouse cursor position to determine when to 
stop dragging.  So if the mouse pointer is toward the bottom edge of the 
window title bar it is possible to have almost the entire title bar 
clipped. It would be better if the drag operation stopped once the top 
edge of the window title bar reach the top of the desktop.

The main problem with the current method is that once a window has been 
dragged to the top of the desktop and most of the title bar has been 
clipped you cannot position the mouse so as to drag it back down and 
thus the window is stuck at the top of the desktop.
