It certainly could be the hard drive, but it is not necessarily. The
question mark means the system simply cannot find a start up system. Do you
have an internal or external CD drive? Start the system with a OS CD, and
see if the hard drive mounts. You may just need to reinstall the Operating
System. When I maintained many of those in a school district, they often
forget how to use their operating systems, and I had to reinstall to totally
fix them.
