It would appear that Lebanon has made a change with less than 3 days notice. They didn't inform IANA, so again they had to rely on private individuals. The IANA change (in 2023b) was made with just over a day to spare, but it will probably take weeks for OS maintainers to issue the update. Microsoft may well be unaware, but even if made aware, it is very unlikely that they will issue an update before it is too late.

Again this is not an NTP problem, as NTP times are always UTC and converted by the OS.
