R CMD INSTALL doesn't work, you can use WinZip or Zip Reader to unzip the package to: C:\Program Files\R-2.5.1\library or whatever your path to the "library" directory is, and then hand edit the "packages.html" file in: C:\Program Files\R-2.5.1\doc\html to include the new package in your HTML listing. This will allow you to access the help files and use the package.
