1. The NAMESPACE is meant and he trnlsation is very literal here.

2. I typically have LANGUAGE=en set for R to avoid confusion.

You first have to load the package using the library command.
library(caret)

Then you can call createDataPartition. e.g.
data(oil)
createDataPartition(oilType,2)
