On windows-98, an easy solution that works:
* Right-click the icon with which you start R.
* Go to Properties --> Shortcut --> Target.
* In "Target" add "--no-save" (I tried without quotation marks).
* Click "OK", and try.
Hope it works if you are using something other than Windows-98.
