Remember that RDA is being optimized as an online tool (with hyperlinks, pop-up definitions, etc., rather than references to "later" or "earlier" sections). Although a print version will be published, the online version will presumably drive the design.

Why not follow the order in AACR2, names first (chapter 22); titles in AACR2 more logically follows in chapter 25.
