Remember that RDA is being optimized as an online tool (with hyperlinks,
pop-up definitions, etc., rather than references to "later" or "earlier"
sections).  Although a print version will be published, the online
version will presumably drive the design.

I noticed that the sections on titles precedes the sections on
establishing names; section 6 keeps referring us to later sections on
names.  Why not follow the order in AACR2, names first (chapter 22);
titles in AACR2 more logically follows in chapter 25.  If such an order
were adopted by RDA, the RDA document would have sections that would
"build" on each other.
