These should all represent variant access points on records for works (authority records in the current system). Part of the confusion may arise from the fact that examples under RDA instructions tend to exclude elements that are not addressed in the related instruction, so in the first two examples, the preferred access points for Canada and Japan, respectively, have been omitted. The works represented are "Canada. Species at Risk Act" [LC authority record no2007058176] and "Japan. Kenpō (1946)" [LC authority record n 82163354].
