Maybe you already saw this in Technical bulletin 258, but in case not, here is how to search the 040 e, sent to me from a helpful OCLC support person today.
"The search you want to use is "dx:rda" in the command line which searches the 040 $e. Because there are now several thousand RDA records available, you'll also need to combine that with other searches (year or material type, for example). There's more information about this in section 4 of Technical Bulletin 258 (http://www.oclc.org/support/documentation/worldcat/tb/258/default.htm). And, the new index is also included in "Searching WorldCat Indexes" (http://www.oclc.org/support/documentation/worldcat/searching/searchworl dcatindexes/default.htm). Look for the "descriptive conventions" index." I added an "su" with subjects typical in my library, or an "li" with my library's symbol to see records with our holdings.
