The 1st ed. listed Bales as primary author so presumably whoever created the record for the 2nd ed. preserved the main entry.
If you look at RDA 6.27.1.3 (Authorized access points ... Collaborative works) you'll see that the person with "principal responsibility" is assigned to the access point. (To translate from RDA-ese: gets Main Entry/1xx), but if principal responsibility is uncertain then choose the first-named author.
