Kevin,

I have the same problem as you (files in a --exclude-globbing-filelist are
not being excluded. In my case the /mnt/backup drive is getting backed up on
itself!!).  The weird thing is that I've got multiple machines with almost
identical rdiff-backup setup, and only one isn't working.
But then, 3 days after your post, Adrian Cox reported another bug:

On a hunch, I checked my faulty machine: sure enough, I had added
"--max-file-size" a little while ago.  Tried without -> everything works
perfectly now.  So not only does the "--max-file-size" bug affect large
directories like Adrian's, it also completely messes up the exclusion
matching process!

See if you've got that option enabled, removing it may fix the problem for
you.
