Hi Beth/Joshua,
 
.... most embarrassing, we had the site configured under a virtual directory in IIS.
 
Once the site was set up correctly, using a new site root all was well.

I think it has to be in the web root or have a mapping to it.

Did you delete the files in reactor/project?
