Can you set the modem in the Linux box to a specific IRQ and COM port, if so
do so.  It makes the setup so much
easier when you start setting everything up.  Windows has alot of resources
built in to check to see if the seetings on the PNP
devices change from one boot to the next.  Linux just doesn't do that.  It
is set to be configured for your setup and not change
each time that you boot.  The modem that will work the best in the one that
you can disable the pnp and set the modem for a set comport and irq. Once
you do that then try it again. Most of the newer modems will still support
non-pnp mode.
