I don't believe that measures taken against one particular group must
always include racism.  Fear (in this case justifiable, and rational) of a
group's probable treachery should lead those in charge of security to do
whatever it takes to prevent such treachery.  This is not racism.
     You said you wanted proof that no racism was involved. I can't look
into every individual's soul and find the proof you want. Not being able to
prove a negative doesn't imply the positive, however.  Now, it's "possible"
that some of the people who originated and implemented the interment did
have racist beliefs.  If this was so, it still doesn't justify calling their
actions racist.  They acted out of legitimate security concerns.  If these
security actions coincidentally suited their racist agenda, that doesn't
justify calling the action racist.  If someone who hates blacks were to take
extra joy in partaking in the legal execution of an O.J. Simpson, that
wouldn't mean that such an execution were, even in part, racially motivated.
