Here's what I had as of 1999, that people can start with:
S.B. 604, 1998 Reg. Sess. (Ala. 1998) (state constitutional amendment approved
by the voters in the Nov. 1998 election); Conn. Gen. Stat. Ann. § 52-571b (West
1998); 1998 Fla. Sess. Law Serv. ch. 98-412 (West); 775 Ill. Comp. Stat. Ann.
35/10 (West 1999); R.I. Gen. Laws § 42-80.1-3 (1998).
As of 2001, I know that Arizona, Idaho, New Mexico, Oklahoma, South Carolina,
and Texas had also enacted such laws, but I'm afraid I don't have the cites
handy. I'd love to see such a list myself, so please post it if you have it.
