If the XMTR is @ 10 W. at 1st. time to key up. and then take a dive to 1.5 Watts, being I never seen this unit or schematic, I am going to guess ..   A componet may not short until it gets x amt of time the power is present then shorts out or opposite opens up and the pwr. drops.
